    That's the word coming out of the first day of the pre-Budget Cabinet retreat.

    According to Information Minister Donald Buchanan, the Government is to devise a plan of action to achieve this status.

    The <SPAN class=kLink style="FONT-WEIGHT: 400; FONT-SIZE: 10pt; COLOR: blue! important; FONT-FAMILY: Verdana,Arial; POSITION: relative">retreat</SPAN>, which is being held at Jamaica House, is scheduled to end Friday evening.</SPAN></TD></TR></TBODY></TABLE>

    I think they should remain in retreat. Afterall, Peter Phillips basically indicated that they have been a failure. As a matter of fact, the UN HDI proves it too.
