Simply put it means "bootstrapping" or rapid coding/designing of a software product concept over a short, intense period...

The value proposition: Don't pontificate over your idea to perfect a concept...but develop and release version 1.0 as quickly as possible ....then continuous iteration after that in response to what the market signals it wants

...it's been the rage for a few years now in developer circles
