That was exactly my point about "education and national security". It appears that those who are making this deal seem satisfied supplying unskilled laborers hence putting a short term ease on the economy. It will not work and Ja will suffer in the long run. At present the most Ja has to offer is unskilled labor. The same way the west Germans sacrificed their pensions to rebuild east Germany; it's the same way Ja should get long term reward for sacrificing part of its environment.
The is biggest opportunity to get quality EDUCATION in the island. JA should ask for a new school of science and engineering with students co-opting for a year at the hub. This tertiary level school should be located in geographic area free of city live (a sort of incubator for ja's own silicon valley). I really don't care which party does this. If Ja doesn't jump on this; it will be the end for the island. Education should be tied heavily to this deal hence even if it's not goat island, where ever is chosen the people will happily relocate the rare birds, lizards crocs et al.
