You need a chunk of funds to invest in eduction so that we can PROVIDE the workforce for the resulting jobs.

The money could be usednfor pre-UNIV eductaion and then we differentially price tertiary disciplines. Lawyah, sociology, bizniz, etc should not be subsidized.

Technical disciples like engineering, comp sci, geology, metallurgy, material science, logistics, Operations Research, other Applied math, machinery, etc should be HEAVILY subsidized. So should technical vocations and the Education field. Language studies should also be emphasized.
