Sass, what I am saying is not so difficult to grasp. Arthur Williams and Don Wehby were ministers. If you don't understand what that means as opposed to advisors, then mi cyaan help yuh.
I have a lot of respect for both named gentlemen, so they themselves were not baggage, necessarily. But the automobiles, the assistants, the security detail and the rest were!

SOME advisors have the same security details. The may not directly employ civil servants but they have to work closely with them if they want to accomplish anything.
These advisors going to work closely with the minister of Finance, the ministry, the financial sec., the BOJ, the Governor, The PIOJ to get anything done.
