Did they do any in depth calculations in that audit?? Just scanned it and saw some numbers but no time to delve into it.
If he is claiming that electricity billing would be significantly impacted merely by using a Caribbean reference price for transport instead of the Gulf transport number...I don't see that as a huge deal. Not saying it shouldn't be pursued but the magnitude of this appears overstated in Wignall's column
Transportation is not a big component in petroleum pricing if it's sourced in the region...it's captured in that 4% "other costs" category mentioned in the column.
Suppose it's half of that other costs i.e. 2% of the price/barrel...further suppose that the transport differential between the Gulf Reference price and the Caribbean price is a factor of 1.5X .... that results in a price gain of 1%... i.e. 3% instead of 2%
That differential is something....but people nah feel the economic impact if dem light bill or gas bill get reduced by 1%
