    Venezuela mulls revival of neglected ports

    Venezuela is pushing for an early regeneration of its maritime and defense port facilities, neglected over many years and found to be lacking in basic infrastructural capacity.

    Moves for the development and refurbishment of the country's ports so far have attracted a major Chinese investor, China Harbor Engineering Co., which pledged an initial $600 million. More suitors are expected to follow CHEC to gain access to a key part of the oil exporter's infrastructure.

    Venezuelan President Hugo Chavez also signed agreements with Russia that are likely to result in supply and local assembly of a range of naval defense craft, including submarines, defense and security data showed.

    Chavez launched a major military buildup as tensions with Colombia over guerrilla activities worsened in 2009. In recent months, however, Colombia has receded from Venezuelan populist rhetoric about "threats" facing the country but the United States still ranks as a potential "threat."

    Several naval incidents brought the United States -- called "the empire" -- in Venezuelan press reports and Chavez in one incident claimed his forces chased off a nuclear powered submarine, without giving any details.

    Most defense procurements have been geared toward equipping Venezuelan military preparedness to protect its oil resources. In 2010 Venezuela surpassed Saudi Arabia as the country with the largest reserves of oil and gas.

    Most of the Chinese investment will likely go into building a new terminal at the Puerto Cabello, Venezuela's major port on the Caribbean coast. The work undertaken will include dredging and the construction of berths to enable the port to accommodate Post-Panamax vessels, Business Monitor International said.

    Puerto Cabello declined after it was nationalized by Chavez in March 2009, when Venezuela's National Assembly voted to hand over control of the country's transport links, which were previously under state level control, to federal authorities.

    As a result, Puerto Cabello, Maracaibo and Porlamar went under federal control and suffered a heavy decline in their performance. CHEC's arrival on the scene is likely to reverse those trends.

    The Chinese company has 31 overseas branches and is the second-largest dredging company in the world. Although CHEC is capable of fixing many of the efficiency and management problems at Puerto Cabello, analysts said political change was also required to restore Venezuela's ports to their full potential.

    Venezuela has been in recession since 2009 but made small gains toward economic recovery in 2011. Its imports last year exceeded $86.36 billion while exports totaled $108.5 billion on the back of greater oil revenues.

    How much of the investment into maritime and naval facilities will directly benefit the Venezuelan navy remains unclear. The navy has 14,000 personnel and about 4,000 conscripts in its ranks and has been ordering frigates, patrol craft and other naval equipment from European suppliers. After recent agreements with Moscow, Caracas hinted at acquisition of up to six submarines.

    Chavez needs to go ,based on his military build up ,spending billions on your military from a third world perspective is ridiculous, a waste of money.

    If he slashed his military,spent it on infrastructure,social service ,even strengthen his police force,jail sysytem i could understand.Venezuala needs a friendlier face to the US ,to continue its bolivarian programme.

    Chavez to me is expendable along those lines ,the bolivarian revolution is bigger than him,its not him,he needs to get that through his head.

    He watered the seeds ,now its ready to bloom without him.

    The US would never invade Venezuela ,thats his paranoia big miscalculation that cost him billions and time,destabalise yes !

            Castro supervises expansion work of main port in Cuba

            HAVANA, Sept. 18 (Xinhua) -- Cuban leader Raul Castro Sunday supervised the ongoing expansion program of the Mariel port, a main port of Cuba with Brazil's investment, local media reported.

            "The expansion work has an extraordinary economic importance," said Castro after inspecting the port, some 50 km west of Havana.

            Castro said the investment on Mariel, besides upgrading the operation levels of the port, will provide Cuba with an important facility for a long time in the special development zone which covers more than 400 square km.

            The Brazilian investment, about 500 million U.S. dollars, is from an international association formed by companies from Brazil and Cuba, to guarantee a project which includes the building of a 700-meter-long dock for deepwater ships with some 15 meters draft, as well as a large system of highways and modern railways that lead to the port.

            The expansion work of Mariel port started in February 2010 as the current port of Havana is not deep enough to allow the entry of large vessels, and will be finished in 2014.

            Brazilian home improvement chain to have a presence in Havana

            In a move that will catch the imagination of Cuban homeowners and startup carpenters, electricians and plumbers, Brazilian home improvement retailer TendTudo signed a contract with Cuban state company Palco to begin supplying a Havana store early next year, Reuters first reported.

            Palco, according to Reuters, plans to open a small store modeled after the nine “home center” stores TendTudo has operated in Brazil’s biggest cities since 1987. Palco owns a small shopping center in western Havana.

            Looking a lot like Atlanta-based Home Depot, TendTudo stores offer electric supplies, tools and hardware, basic materials, plumbing parts, doors and windows, lighting supplies, paint, floors and floor coverings, and garden supplies.

            TendTudo, a company official told Reuters, hopes Cuba could be a $400 million market. The Cuban government recently allowed the purchase and sale of homes, and has granted hundreds of thousands of licenses for private businesses. Retail is still state-controlled in Cuba.

            “There are important challenges, but for us it’s a long-term objective,” Carlos Christensen, head of TendTudo’s international division, told the news agency. “The idea is to start small and go accompanying the changes in the Cuban market.”
