    Brazil: Mariel investment aiming at post-embargo trade

    Brazilian government officials told National Security Advisor Gen. James L. Jones that Brazil’s $300 million investment in the expansion of a Cuban port only makes sense in a post-embargo scenario.

    According to a cable sent by the U.S. embassy in September 2009 and published this week by Wikileaks, Jones talked with presidential foreign policy advisor Marco Aurelio García and his deputy, Ambassador Marcel Biato, as well as other Brazilian during an Aug. 4-5 visit to Brasilia last year.

    “They noted that their plans to help Cuba construct a deep-water port at Mariel only make sense on the assumption that Cuba and the United States will eventually develop a trading relationship,” the cable said about the meeting with García and Biato.


    Deepwater port at Mariel: Makes only sense in a post-embargo scenario


    During a meeting at the U.S. Interests Section in Havana in January, Brazilian diplomats cited similar views by Cuban partners in the Mariel project.

    “The Cubans involved in the Mariel Port project have said that the project is in preparation for the day when U.S.-Cuba economic relations normalize,” the economic counselor at the Interests Section quoted the Brazilians as saying.

    At the meeting in Brasilia, the Brazilian officials also pressed Jones to consider ending U.S. sanctions against Cuba. According to the U.S. cable, García and Biato said that “Raúl Castro is more pragmatic and less ideological than Fidel, with a focus on getting short-term economic results. They see Cuba as taking a path similar to that of Vietnam under Raúl, whom they acknowledged was a transitional leader. Given that the United States has a relationship with Vietnam, Garcia said, there is no reason the United States can’t have a similar relationship with Cuba.”

    According to the Brazilian officials, their support for Cuba and efforts to include the island in hemispheric forums “open additional space that Raúl needs to engage the United States.”

    Apparently, Jones had expressed concern over Brazilian cooperation with Cuba.


    An interesting Caribbean related example of how such funds can raise political questions comes in the form of the 2006 decision by the US Congress to stop Dubai ports buying a number of US port operations.

    The company is now planning a US$250m investment at Mariel in Cuba that will involve the construction of a modern container facility that if the US embargo were to end, would become the principal port of entry for US goods.

      We have talked about the trade embargo previously, and it requires an act of Congress. We should really be on a Chavez watch to see how long he remains in power, and once he exits & the "free" oil goes which is propping up the Cuban economy, then we will likely see Cuba collapse. Only radical change in Cuba will convince the Tea Party crazies in the House to support lifting the embargo. Don't figet when Democrats controlled both houses of Congress, we never saw any real attempt to lift the embargo.

          Thats the plan , get rid of Chavez and the oil will stop flowing to Cuba ? You must be dreaming if you think its only venezueala thats propping up Cuba , Barzil & Argentinia and all of Latin america with the exception of Colombia & Mexico are in Cubas corner, BTW BRAZIL ave free oil to, they seem to be majour investor in Cubas infrastructure, I wonder why.

          By PETER ORSI Associated Press HAVANA -- Cuba announced a new credit system Thursday that will offer loans to small-business owners, independent farmers, and other citizens beginning next month, advancing promised reforms to the country’s state-planned economy.Credit will also be available to people looking to purchase building materials, pay for labor associated with home construction, “acquire goods for their personal property or satisfy other needs,” according to the government’s Official Gazette.The lack of a lending system has been one of the chief complaints of the expanding class of entrepreneurs running independent businesses as part of President Raul Castro’s economic overhaul, which aims to right Cuba’s foundering economy and has picked up steam since a landmark Communist Party summit in April. Economists have also said credit is necessary if private businesses are to grow beyond subsistence levels.

            Look X, I go to Cuba about every 2 years. The condition of the people gets worse every year, despite investments from Brazil etc. It is still a communist dictatorship. The small military and party elites may benefit, but the vast majority of the people see almost none of the benefits of these investments. The amount that Cubaneeds to turn this place around, after more than 5 decades of totalitarian rule, and economic mismanagement is much greater than the pittance investments we see there today. Thats just for political postering and can't change the lot of the Cuban people. The people are hurting real badly. I was there in July of this year, and Havana now has more than its fais share of whores and beggars. What is even worse, is that the people hurting most are the Afrocubans. Cuba is now more a class and racist society than before the revolution. The only people who a getting ahead are the ones who have family members in the US, ironically, and they are overwhelmingly of European extraction. Cuba and its Stalinist regime of communist thugs really sucks. Lets face it, most of us support Cuba, not because we care about the Cuban people, but simply out of a pro-small-country anti-USA chauvinism. Because something is anti-American does not make it right. I strongly support the embargo, because you can't preach anticapitalism on the one hand, and on the other hand saying that you can't progress because the greatest capitalist country in the world is not engaging us. Makes no sense. Brazil, Dubai, Russia, China, Venezuala etc cnat even seem to provide enough paint to make the place look presentable. It's all about being antiAmerican. No benefit to the average Cuban.

              Still a communist dictatorship , like China? with a highly skilled labour force , that can export MDs and its medical industry overseas , that has a vacation paradise than can threaten jamaicas tourist , That has infrastructure that needs multi billion dollar investment (which it is getting ) unlike Jamaica.

                Trust me X, Cuba is not the worker's paradise some detractors are trying to make it out to be. Quite honestly, for 99% of Cubans, Cuba ia a hell hole. I'd rather be in Jamaica.
                Please don't try to equate present day Cuba with China. That is just a silly comparison.

                      Cuba can never threaten a well organized Jamaican tourism product. After frredom, for a short while, people will flock to Cuba out of curiosity. Cuba has Veradero, but Jamaica has 10 Veradero's, music, food, rum, coffee etc. Cuba has better looking women(one man's opinion), but our women should not have to be a part of our tourism product. We shouldn't want to be the whorehouse of the Caribbean. BTW Cuban food sucks despite what the Miami Cubans might say. Cuba never had a food tradition at least not as good as ours.

                          How silly when china was like cuba economically? didnt america have an embargo against china until nixon changed its policy and then in the next 30 years they rose to challenge the usa economically under a communist dictatorship?......come man lets not play hypocrytes with selective memories...communist china you could argue treated its citizens worst than cuba/castro under Mao. zeadong.........keep in mind china is still communist and it was a hell hole,probably still is in terms of human rights but dem say dem rich.

                            i like yuh politic talk .....a well organise jamaica....so when dem open up and destroy our market,its down to not having any organization, after having 50 plus years to prepare for the cuban opening?....yuh good memba mi warn unnuh, cuba a well educated (organised) people are going the route of china ,investing in its infrastructure , freeing up its commercial system,banks ,home improvement svc ,real estate to dominate the carribbean.

                              Cuba is going the route of China?. When. Not any time soon. The castro thugs have to be both ded first. Look bredren, the system serves these clowns, and the US bogeyman augments this near Stalinist(without the mass murders) regime. If Jamaica continues to organize its tourist product around stores selling junk Bob Marley t-shirts, and junk rasta beads made in China, then surely we won't be able to compete. If, however we develop it around our natural beauty, and culture, then Cuba will never be able to compete against us in tourism in the long-term.
