The Min of Agri himself confirmed as much but claimed it as an outburst by Clarke.

Opposition Spokesman on Agriculture, Roger Clarke is expressing concern, over what he says is the continued distribution of fertilizer under the Ministry of Agriculture's Project Grow initiative, despite a temporary suspension.
Agriculture Minister, Robert Montague last week suspended all benefits under the programme.
This was done to prevent confusion after it was revealed that several members of Parliament would be using their Constituency Development Fund to purchase and distribute fertilizer to small farmers, as part of their election campaign.
However, Mr. Clarke says he's aware that, over the past two weeks, fertilizer from the programme is being distributed in Hanover.
He's calling for the Agriculture Minister to investigate the matter:
It’s being distributed in a kind of way which seems not to be transparent …. I think it is not right that at this point in time that two weeks before election you see this massive distribution of fertilizer going on “ said Mr. Clarke.
When contacted Agriculture Minister Robert Montague said he was not aware of the incident and would be investigating the matter.
“ I am not surprised of Mr Clarke’s outburst, however, I will for what it is worse will have the matter investigated. But what I do know is that two members of Parliament in Hanover are distributing agricultural inputs and that is the very reason why we suspended distribution from Project Grow, because we didn’t want any confusion. However I will have Mr Clarke’s allegations investigated and make the results public” said the Agriculture Minister.

So what did the Min. of Agriculture confirm in this article Sickko? He said the Government program would be suspended so as not to be confused with the campaign handouts that no doubt will be occurring. What he confirmed was that he knows of two instances of campaign handouts...not of the Government program providing fertilizer...come on man do better than that...
