  • PNP pledges to chop GCT on some items

A future Government led by the People's National Party (PNP) will remove the General Consumption Tax (GCT) on electricity and a range of basic food items in an effort to reduce the burden of high costs being experienced by the productive sector as well as consumers, PNP president Portia Simpson Miller has pledged.
Simpson Miller was speaking Saturday at a public rally in Papine, St Andrew to introduce her party’s candidates in the constituencies of Eastern St Andrew, East Rural St Andrew and South East St Andrew. The candidates are Andre Hylton, Damion Crawford and Julian Robinson respectively.

Simpson Miller said that removing the GCT on electricity would assist burdened households and provide an incentive for the productive sector, including manufacturers and other businesses now finding it difficult to cope with the high electricity bills.
The PNP president added that a new government led by her would also review the issue of reconnection fees charged by power generator and distributor, Jamaica Public Service Company.
On the issue of basic foods, she said that the imposition of the GCT on a basic food such as cornmeal, was unfair, contrary to the justification advanced by the Jamaica Labour Party-led government, which imposed the tax on such basic foods.
Simpson Miller added that the government needs to tell the country why about half of National Housing Trust (NHT) contributors could not buy the cheapest house offered for sale by that agency at present prices.
She said that a number of mortgagors with the NHT had lost their homes which were being auctioned by the housing agency, because they had lost their jobs or were victims of the high cost of living.

        him all release "manifesto"

Damion Crawford, the People’s National Party (PNP) candidate for East Rural St. Andrew, has highlighted education, infrastructure and entrepreneurship as the cornerstones of his constituency development strategy.

A former president of the Guild of students at the University of The West Indies (UWI), Mona, and the PNP's Youth Organisation, Crawford pointed out that that infrastructure within the constituency was not only lacking, but in need of significant improvement in order to facilitate better opportunities and investment for the citizens in the communities.

"The infrastructure in the area is poor, yet Mavis Bank is one of the biggest coffee-producing centres of the country. Where people can’t gain access to their farms, for example - it is difficult for them to get their goods to market, and therefore difficult for them to improve their levels of income, and hence standard of living. We believe that equal access to opportunity is an important part of empowering people to succeed, and adequate infrastructure is critical to making that happen," stated Crawford.

The political aspirant noted that it was impossible to speak of empowerment without referring to education and entrepreneurship. He indicated that his recently announced “3-2-1” plan had the potential to yield positive results

"A similar model was implemented in Barbados and it has worked. Under this plan, within five years every household should have three CXC subjects. Within 10 years, every household should have two A-Levels and within 15 years, every household should have one degree. Where there is education, there is knowledge; where there is knowledge, there is opportunity. Also, when we speak of education, we don’t only mean 'book' education, but access to information, skills development, business training and best practices.

"Regarding entrepreneurship, the role of government is not to provide jobs, but to create the conditions under which people can create their own employment. Business ownership is a key part of empowering people. When a man starts a business, not only does he benefit, but so do his employees and the community at large. So when you think about it, entrepreneurship is one of the best and most profitable ways to facilitate economic empowerment for our people," Crawford added.

He noted that the success of such a plan is predicated on proper execution, which will ensure that maximum results are achieved. He asserted that a clear focus should be placed on implementation, with a central component of the strategy being the empowerment of people to take charge of their own destiny.

"So for example, we will have community councils. These councils will consist of persons drawn from the community. Through capacity building workshops facilitated by the SDC, community councils will be trained to conduct meetings, document plans, and will be empowered to lobby on behalf of the needs of their community. There is also the issue of funding. NGOs like UNESCO, and others, donate millions each year to community development projects. So where the government doesn’t have the resources to act, we will have a team actively seeking funding from these NGOs."

Already, Crawford has started actualising some of these plans. On Sunday, November 27 a health fair will be held in Taylor Land, St. Andrew while a legal fair will be staged elsewhere on December 3. Also, in a few days, a number of scholarships will be announced and will be available to needy students living in the constituency. By extension, Crawford disclosed that he wishes to develop Gordon Town as a "student community" where they can find affordable living options. In addition to this, Crawford is looking to form a partnership with the Edna Manley College of the Visual and Performing Arts (EMCVPA) for a Creative Arts Centre of Excellence.

"This would be called the Louise Bennett Coverley Creative Arts Centre. This is because the Hon. Mrs. Bennett Coverley was a resident of Gordon Town and is one of our creative arts pioneers."

Crawford noted that should he win the seat, his aim is to position East Rural St. Andrew as a model constituency.

"East Rural St. Andrew is the poorest constituency in the corporate area, and one of the poorest in the entire country. At the end of five years, my hope is that we would have examined, and begun to exploit the eco-tourism potential of the area. We would have launched a successful coffee festival, which in partnership with the Jamaica Tourist Board, can be a significant driver of economic activity in that area. Above all, at the end of five years, we would want to organise the people to take full advantage of the democratic process through participatory governance, and create the path towards a sustainable economic future by empowering people, through our policies, to develop the conditions under which people can not only survive, but begin to thrive."

Having a member of the team (Crawford) criticizing the team that essentially you (Bunting) run is not an easy thing. Start from there and then the two egos take over. Damian tend to be more public with his tracing while Bunting will do his in social settings.
