Jamaica Prime Minister Bruce Golding 'will step down'

Mr Golding, 63, had been expected to lead his party into the 2012 general election

The governing party in Jamaica has announced that Prime Minister Bruce Golding will step down in November.

A statement by the Labour Party said that the challenges of the last four years in power had taken their toll on Mr Golding and that he would make way for a new leader from within the party.

Mr Golding came to power in 2007.

He was criticised for opposing the extradition to the United States of the Jamaican drug baron Christopher "Dudus" Coke, before reversing his decision.

Mr Golding is expected to step down once a new party leader has been elected. The leader of the governing party automatically becomes the new prime minister.

For nine months, Mr Golding resisted the extradition of Christopher Coke, wanted in the US on suspicion of leading an international drugs and guns network thought to span the US and Canada.

Mr Golding finally agreed to Coke's extradition in May 2010.

He also admitted his party had sanctioned the hiring of a US law firm suspected of lobbying Washington on behalf of Mr Coke in an attempt to get the US authorities to drop the extradition request.

Coke pleaded guilty to racketeering charges in a New York court last month.

He will be sentenced in December and could face up to 23 years in prison.

A brief announcement from the Jamaica Labor Party said Mr. Golding, 63, had decided to resign as party leader as soon as a replacement could be selected. The party’s leader automatically becomes the prime minister.

Mr. Golding’s political standing never recovered from his widely criticized handling of an extradition case in 2009 and 2010. For nine months, he resisted a United States request to hand over Christopher Coke, a powerful gang leader. When Mr. Golding finally sent security officers to arrest Mr. Coke, days of fighting ensued, and at least 76 people were killed before he was captured. Mr. Coke pleaded guilty to racketeering and assault charges in August in New York.

                http://www.guardian.co.uk/world/2011...ns?INTCMP=SRCH

From its national executive council gathering in the northern city of Montego Bay, the People's National party called on Golding to immediately call general elections "to resolve the crisis of governance in the country." It said the entire government's immediate resignation was needed since Golding's announcement "will not restore the country's stability nor salvage the reputation of the [Jamaica Labour party] with respect to the poor quality of governance".

Golding, the son of a successful businessman who also served in parliament, returned his party to power in 2007 after 18 years in opposition. When he was elected as prime minister he pledged to create jobs, fight crime and repair the streets.

Last year he vowed to crush street gangs and replace their strong-armed rule with social programmes for the poor. While security forces have since launched a sustained crackdown on gangs that has resulted in decreases in murder and other crimes, Jamaica's sprawling underclass is still struggling.

Golding has repeatedly denied any ties to Coke and even resigned from the Labour party in the mid-1990s to form a new party that would be free of gang links. He rejoined Labour in 2002.

Political observers say Golding could not have been elected to his parliament seat without the support of Coke, the former don of Tivoli Gardens, which has a longstanding reputation as a vote-rich stronghold for the Jamaica Labour party. Coke also thrived under the People's National party, which led the island for nearly two decades before Labour's 2007 win.
