Every year, the Dept of Motor Vehicles can randomly select 5 to 10% of licence holders and require them to come in and sit a simple literacy test. Those who fail will have their licence revoked and pay a hefty fine, say $40,000. At the same time, they could institute an amnesty where people could "voluntarily" surrender their licence, no questions asked. The road will be cleaned up quickly and nicely after that!
