In an address to the Nation, Bruce Golding said he acted inappropriately, he apoligised to the Nation and begged for our forgiveness. We did not need to spend seventy eight million dollars to come to that same conclusion.
It seems to me that the COE did not understand their Terms of Reference or chose to ignore them.
The MOU's signed by Peter Phillips were not the issue. The MOU's did not violate Coke's constitutional rights. The wire Tap evidence were gathered in accordance with a Court Order, duly issued by a Judge. As a matter of fact the only time Coke's constitutional rights were violated was when the AG refused to sign the the authority to proceed thereby giving Coke the right to defend himself or to prove his innocence in a Court of Law.
The AG 's job is not to determine guilt or innocence that is the purview of our Courts.
The COE's conclusion that Mannatt was employed by the JLP is baffling.

Junior minister Robinson was invited to the Prime Minister's official residence, Vale Royal where he was instructed to go to US to meet with Mannatt. He testified that he went in an official capacity.
The Solicitor General who is the lawyer for the GOVT. of Jamaica can't be given instructions by a Political Party, but he has to act on the instructions of the Prime Minister. He went on the mission to meet with Manatt and communicated all his actions to the AG.
The big Played BRADY signed a contract stating the he was acting on behalf of the GOVT. of Jamaica. Therefore when Manatt made their FARA fillings they were under the distinct impression that they were working for the GOVT. of Jamaica.
Peter Phillips should be congratulated by the COE for signing those MOU's and keeping them a secret, otherwise they wouldn't be worth the paper they were written on. As a result we are enjoying relative peace in Jamaica now as the Gun distribution Network in West Kingston is now closed or greatly diminished.
