If the facts are in evidence of an incident in the 90's and you cannot simply say we made a mistake and have learned from it.. you either:
(a) Do not believe you did anything wrong and therefore would do it again
(b) Know you did something wrong but think you can bamboozle the people, in which case you threaten to insult the electorate and generally turn off the populace as the facts are exposed.
I say you go with acceptance, apology and show where you made changes to prevent another occurrence...
