A lot of women who are assaulted often do not come forward for a number of reasons. Including the power of perpetrator, shame, and the neanderthal view that she was responsible for the attack!

Very true! Stigma, persecution - even from the victim's own family. That's why I laud all those who have the courage to tell their story, as difficult and emotionally painful as it is.
