I think Jam would be better of NOT paying most politicians and even those that do get paid (Cabinet Ministers), it should be only 80% of the level of the the average Permanent secretary.
All Parliamentarians should just get per diem stipends. Non MInisters should be free to have other income sources and should make their holdings transparent.
This would make it unattractive to the pros, like Portia, Bruce, Bobby P, etc. Then only people who are successful and want to give something back would be prompted to enter and they would not stay long, as the job would be a sacrifice.
Of course we would need to strengthen watchdogs like the OCG, INDECOM, public Defender, ombudsmen, etc.
Such a system works really well in Switzerland and consensus on issues of National Development gets its full due. Here we see socialists and Greens and right wing Xenophobes co-existing in extraodinarily accomodative ways. True partnership for progress environment.
