Yeah right...I tried to have a sales representative draft a simple letter confirming that the company no longer had interest in a particular vehicle...the employee can "read and write" but was incapable of "putting together" the correspondence...this person is of no use to our company or any company for that matter...

Boss there are different levels of literacy, and I would assume that at least 60% of Jamaicans are low level literates based on my experience. A low level literate is person who can read & comprehend at a third grade level. They can obviously read road signs & other basic text and are considered to be literate and that is misleading.

Absolutely. The operative word is functional. I think that 60% or more of Jamaicans are not literate enough to FUNCTION in a modern global economy, hence they are functionally illiterate in my opinion.
