PNP wants transparency in distribution of Cuban light bulbs


The Opposition People's National Party (PNP) has served notice that it will be keeping a close watch on the final phase of the Cuban Light Bulb Project which was re-launched this week by the Ministry of Energy.

The project, which began under the PNP government, was suspended three years ago.

While it supports the move to restart the programme, the Opposition says there are questions concerning transparency.

Among other things, Phillip Paulwell, the Spokesman on Energy, wants details on how the light bulbs will be distributed.

"How is it going to be distributed, (on what) basis and the personnel (that will be distributing them), because you want to make sure it is done in a transparent manner. While we support it we’ll certainly be watching to ensure that it is done fairly across the country," he said.

According to the Energy Ministry, the project is being restarted as part of its continued thrust towards reducing the nation's oil bill.

Under the programme, the Government replaces high-energy incandescent bulbs in private residences and public buildings with the energy-saving bulbs donated by the Cuban Government.

The project became embroiled in controversy after it emerged that bulbs had been removed from the programme and were being sold.

Kern Spencer, the former State Minister in the Energy Ministry, and Colleen Wright, his former personal assistant, are currently on trial for fraud, in connection with the project.
