Come on you don't believe that PNP people work in Ministries and overseas missions? It became a goverment affair once the government staff knew about the meetings. Govt people have to write lots of reports. I would not be suprised if the foreign affairs people wrote a report, the Contractor General people wrote a report, the Ja US mission wrote a report etc. Remember that they thought that they were on govt business so they would want to write reports.
