    Jamaican National Faces Credit Card Theft Charges

    VERNON — Vernon police, Windsor police and the U.S. Secret Service teamed up Tuesday to capture a Jamaican national wanted in Vernon for 13 counts of credit card fraud.
    Hugh A. Morgan, 44, of The Bronx, N.Y., was arrested Tuesday in Windsor and held on $10,000 bail. At his arraignment Wednesday his bail was reduced to $5,000, and he posted it.
    Vernon police said they first came into contact with Morgan on March 17 when they were called to a local gas station on a report that a truck driver was using a stolen credit card to fuel his truck. Police said they found that the driver did have a stolen credit card, but then determined it belonged to Morgan, who was a passenger in the truck.


    Police searched Morgan and found 59 debit, credit and gift cards. Thirteen of the cards had been altered and recoded. Police also found some marijuana, and arrested Morgan. He was later released.
    In December, Vernon detectives obtained the warrant charging credit card fraud, but by then Morgan had moved from the Hartford area back to New York. Police tried to find him there.
    On Tuesday, Windsor police stopped a car and arrested the woman driving it on possession of stolen and altered credit card charges. The car belonged to Morgan, so Vernon police joined with Windsor police and the Secret Service to bait Morgan into going to Windsor to get it.
    Police contacted Morgan and told him to go to Windsor to get his car. When he did, he was arrested.
