    The Golding administration says the multi-million US dollar plan to off load the government's stake in Sandals Whitehouse Hotel, in Westmoreland, will withstand the scrutiny of the Office of the Contractor General.
    Prime Minister, Bruce Golding, told parliament on Tuesday afternoon, that the government's involvement in the problematic project has been disastrous for Jamaican tax payers.
    The proposed deal to off load the government’s stake in Sandals Whitehouse for US$40 million is now under intense investigation by the Office of the Contractor General.
    Prime Minister Golding on Tuesday afternoon welcomed the OCG’s investigation but instructed all relevant government agencies to cooperate with the OCG.
    The deal when completed will see the government’s 67% stake in Sandals Whitehouse being taken over by Gorstew Limited, a company owned by hotelier Gordon ‘Butch’ Stewart.
    R. Danny Williams was brought in to facilitate the transaction and following month of negotiations he submitted a proposal to the Cabinet last month.
    Under the terms of the proposed sale Gorstew will deposit US$7.5 million on the property and the balance of US$32.5 million paid over seven and a half years. Prime Minister Golding announced in Parliament that the proposed deal will eliminate massive operational losses incurred by Ackendown Development, the government vehicle in the Sandals investment.
    Mr. Golding says the Jamaican taxpayers will have a significant burden to bear even as the government opts out of the Sandals project.
    “Make no bones about it, in the final analysis the taxpayers of Jamaica will bear a substantial portion of the more than US$120 million that has been spent on a project that was not properly conceived and very sadly executed,”
    “Even in procurement and divestment there are peculiar situations for which the established procedures are not appropriate and will result in greater losses to the country. The Sandals Whitehouse is one such case,”
    “The decision and actions we have taken are in the best interest of the country and have been taken to cauterize and minimize the losses that the Jamaican people will have to bear,” Mr. Golding said.
    The Opposition did not comment on the Prime Minister’s presentation.

      Fair value of the property was 40 million a couple years ago and the project operates at a loss because rent is below debt service.

        who determined this "fair value"?? Butch??

        Since taxpayers have a big stake in the property the financials should be public...and the fact of the negotiations should have been made public as well. Not the actual talks of course..

                You heap scorn on Joshua but had the nation followed his model, we would not be at this junction today.

                Joshua presented a system akin to that of a closed loop with human capital as the power supply. Look at our entertainers and spme sports pernonalities. They earn huge foreign exchange, can they invest and maximize from the service industry? No All Ja money earned is siphoned out of the island to divers palces. As long as this colonial mdel contiues the island wil be mired in poverty.

                      yes if only the nation had followed along....the nation didn't... so continue to blame "the nation"

                      ... I see that as a ludicrous construct. The nation is what it is...and back then was what it was. Leaders have to deal with that reality.... and unfortunately as well meaning as Manley was, and as necessary as his social reforms were imho... he clearly did not deal well with either the Nation' s realities (a corrupt Brown Man Time Class & Power System bequeathed from colonialism)... nor did he deal well with the world's power system.. meaning the Cold War conflict & US hegemony in the region.

                          That's the knee jerk response that will drive Ja into Haiti's arms. It seems as if you guys think it's a joke. This is not a game and no one is playing with you.

                          The sad part at present; is that 2.7 million will suffer for about a thousand people who are only interested in lining their pockets.

                              Joshua's fundametal concept was human capital. This concept totally escapes your party (due to idealogies buried in slavery and colonialism). The idea of human capital isn't new (read the british history of how the merchant and middle class was created), though popular today.

                              In today's global village where the most successsful corporations are seraching for talent (regardless of geographic locationn); it's hard to see Ja surviving past the next twentyfive years. Our society is under equipped at the educational level, hence having very little to offer in this now technological age. It won't be long before all of our small industries come under attack from outside competitive forces (and this will be the final chapter).

                              All may seem well now and the most that seem needed is a little cash to throw to the natives but time will tell.
