Said the JCC's Samuda: "Part of the problem is that instead of challenging the Government and saying get out of the way regardless of which party is in power, the private sector, because Government is so large in the economy, has been busy holding onto Government so it can get benefits from the resources which Government allocates....you need a mindshift in Government and in the private sector and that minshift has to be followed up by structural changes which encourage private enterprise."
