Here is how (I think) your question can be answered:

If ALL Jamaicas' debt were forgiven--could the present leadership (JLP or PNP) guide the country into future prosperity?

You have used the term root-cause before; and you are perfectly correct.....tribalism, lack of vision and disrespect for the poor are critical issues that need to be fixed.
