Spending/injecting those funds in the economy is a good move by Liklie Brucie. The economy needs that injection and more badly. (...besides it fallsinline with what I said before the general elections and since on building out infrastructure ).

Water % Sewage...and re-gentrification of our cities and towns needed immediately. Besides the obvious putting people to work and letting the air out of the social pressures...there is spur to investment and quality of life.
