The curfews would suffice...if other support services - state social services daily life support - while awaiting the effects of life-skills, training and education, job creation, etc. to put the people into productive employ...are part and parcel of the corrective measures.

The criminals must be rooted out by good policing and made to go through the justice system...or if gun criminals - given the opportunity to make or not make of selves BUD!
