    DIRECTOR of Public Prosecutions (DPP) Paula Llewellyn has ruled that Detective Sergeant Lloyd Kelly — the cop implicated in the shooting death of Ian ‘Ching Sing’ Lloyd — should be charged with murder.
    Kelly will be charged by detectives from the Major Investigation Taskforce and will be brought before the Home Circuit Court in Kingston tomorrow.
    The DPP has further ruled that strong departmental action be taken against Constable Vick-Roy Mowatt, who was alleged to have used a police baton to strike. She said a disciplinary enquiry should also be conducted into the roles of the other police officers present and any action they should have taken during and after the incident on July 29, 2010.
    Commissioner of Police Owen Ellington has directed the Inspector General to lead an internal investigation.
    Meanwhile, the police are appealing to witnesses to come forward with the information they have, especially the four persons who were reported to have been injured by Lloyd. These four persons are known only as ‘Bernard’, ‘Tanya’, ‘Jackie’ and ‘Jigga’.
    “The police are also asking persons who witnessed the mob beating inflicted on Ian Lloyd prior to the fatal shooting incident to provide statements as quickly as possible,” the High Command said in a release.
    The police said a postmortem examination conducted on Lloyd last week revealed multiple injuries and the presence of two gunshot wounds — one a non-fatal wound to the left forearm and the other a fatal wound to the left side of the abdomen.
