    China signs major deal to build refinery in Nigeria

    LAGOS, July 6 (AFP) Jul 06, 2010

    China has signed a deal to build an eight-billion-dollar refinery in Nigeria, a government official said on Tuesday, in a fresh example of Beijing's aggressive investment in Africa.

    The agreement also highlights Nigeria's lack of fuel and electricity despite being one of the world's largest oil producers, with the country's refineries malfunctioning and having been hampered by corruption.

    China State Construction Engineering Corporation (CSCEC) signed the deal with Nigeria to build the refinery in the commercial hub of Lagos, a sprawling city of some 15 million people that experiences regular power outages.

    "The deal is a three-way thing between Lagos State, NNPC (Nigerian National Petroleum Corporation) and a consortium of Chinese investors under the aegis of China State Construction Engineering Corporation Limited," Lagos state government spokesman Hakeem Bello told AFP.

    Bello said the refinery, to be located in Lagos' Lekki free trade zone, will have the capacity to refine 300,000 barrels of oil per day and 500,000 metric tonnes of liquefied petroleum gas per year.

    The Chinese state firm will contribute 80 percent of the capital while the NNPC will take care of the remaining 20 percent, he said.

    Lagos state government will provide the land and infrastructure.

    The Lagos refinery is part of a huge 23-billion-dollar deal to build three refineries and a petrochemical complex in one of Africa's biggest tie-ups with China.

    The new refineries are expected to add some 750,000 barrels per day capacity in Nigeria, according to NNPC.

    The west African country, a member of OPEC, relies on crude exports for more than 95 percent of its foreign exchange earnings but imports about 60 percent of its local fuel needs because state refineries are barely functional.

    Nigeria's four refineries -- with total capacity of 445,000 barrels per day -- are using less than 30 percent of their installed capacity, according to official figures.

    Corruption and poor maintenance have undermined their performance.

        Christie nah get nuh sleep until bout 2015.

        He is also not dealing with amateurs.

        If he could not get any significant results during the Vin Lawrence, PJ Dynasty I do not see much happening. A lot of investigation, a lot of insinuation but then at the end of the day.. "Value for Money".

        Scandals Whitehouse was determined by him to be value for money.. bar set well low.

                    ...if you had to deal with negotiations on regular basis (albeit I have been in on 'dot' size negotiations compared to these ) you would realize that there are tons of ways to structure a deal to realize various ends...some that may even appear incidental to the deal at hand.

                    From the Nigerian point of view -
                    The negotiations, for example, can have prices, quantity of oil for sale, excluded quantity of oil for sale to third parties, equipment, technical resources directly linked to the 'matter at hand'...allied contracts to provide technical resources, equipment, etc. purchase agreements, sale prices on Chinese equipment (exploration, extraction, refining, etc. ...and allied stuff - e.g. machines and vehicles, chemicals, etc.), road building, electric generation, potable water delivery systems, sewage systems, etc., etc. ...and training of locals to operate/work within these same, ...but the over-riding under pinning geared to Nigerian aims.

                    The above is just a wee look at what is possible. The Nigerians just have to decide where they want to go and negotiate with the aims and objects taken into consideration.

                          Karl you need to go and read about the Niger Delta region.

                          The region produces US$ 40 billion dollars worth of oil exports per year and the people who live there are poorer than the people who live in Riverton City. Except of course the local politicians and the corporate executives who pay them off.
