Reading it I assume he meant either of the following:

1. "Has, under sealed instructions from Dudus, [missing words here that most likely refer to an object] that will be revealed consequent on matters in the USA relating to the circumstances in which Dudus now finds himself."

2. "Has under seal, instructions from Dudus that will be revealed consequent on matters in the USA relating to the circumstances in which Dudus now finds himself."

With the second understanding meaning that he has sealed instructions from Dudus that will be revealed based on what happens in the US, but if so that's a bit irrelevant since what he would be saying is that he has instructions from Dudus which he doesn't actually know about and which would presumably tell him to do something but he doesn't know exactly what and won't know until Dudus instructs him to read the further instructions. The first understanding would make more sense, but requires that a number of missing words and letters be included.

Those words on the 'sealed' document/set of instructions and possible 'explosive information'...have to be viewed in Tom Tavares-Finson's given interview.

I found it particularly intriguing that he spoke to the entire (9+ months) activities that he suggested was unnecessary...and that left what he said was 80+ persons dead, was due to "differing political agendas" by various persons.

...and he prefaced his comments on the "sealed document/instructions" with that comment.

The guy Tavares-Finson is not a scholar...merely an attorney....his words (or those of the reporter) are taken literally at the reader's peril.

What would be sealed is incriminating information regarding significant political/business figures & Dudus' dealings with them.... probably including Gelding, easily Jamaica's most venal and reprehensible PM in our short history.

His instructions would be to use the information in the event of a certain undisclosed set of circumstances.

No doubt this may render the reprobate Tavares-Finson an untouchable.... if it is up to the JLP.... good thing it MAY not be.

Probably like what Blake must have done. He got extradited and was expected to get a long sentence. He did (28 years) but was released after serving about 8 or 9 years. Wanna bet that Blake provided info on Presi and that is partly why Presi finds himself in NY today?

Might it be the turn of some businessmen and politicians next?

Boy it look like the JLP need to rename themselves as the Untouchables. First Brady and now Tavares-Finson can't be touched. Well at least not by Jamaican authorities anyway. US don't recognize untouchable status.
