All the Police had to do is follow Rev Al as at some stage Dudus woulda contact, isn't that Livity and his sister did?. First, I do not believe anyone was allowed to escape. (Think of this along any path that leads).

Those cars and persons within them, I am thinking are on video and still photographs...they were followed (unmarked cars - relays to change vehicles...front leading ...i.e. before the cars...and vehicles stations along the (various) routes ...putting in one or two marked cars to make everyting appear normal...) ...and from the air.

Even knowing who was in Dudus'/Rev Al's car would help in planting 'lead cars'.

Secondly, Those who were in those other vehicles would be allowed freedom to increase info and their cohorts and aquaintances.

The moving in on those persons can always be done in a coordinated manner or 'isolate and take down' manner as decided.

Crooks will always underestimate law enforcement agencies and the possibility of small (or large) 'accidental' (events that cannot be planned for) contingencies.

...e.g. the robbing of the bank planned after checking for months and that only 1 person with all info turns up to open up...after they have moved in that is the only time a bunch of .... shows up in loose hard to corral and keep from raising the alarm...or the next door neighbour of one of the crooks...or whatever...

If we are to believe the police both cars escaped with potentially damning evidence, and given the actions of the security forces lately, who would drive with guns in their cars? It has to be men in Dudus' circle, the type that were not found in TG.
The police saying they avoided a shootout is a cop out.
