the significance is a legitimate reason to keep pressing with the soe and curfews... the longer dudus remains on the run is the more law enforcement can buy time with the public approval of their strategies to combat crime without the noise from those who are 'in the set position' to complain about law enforcement abuses...

it is important to note that in the soe, and the associated curfews there is hardly a complaint by real decent law abiding citizen about police abuses... it appears as if people forget that the soe temporarily suspend some of their rights...

                    Anyway see below -

...the minister has issued to a resident magistrate the appropriate authority to proceed. The authority to proceed confers jurisdictional powers on a magistrate to institute extradition proceedings.

Accordingly, the magistrate will issue a warrant for the arrest of the accused person and when he or she is brought before the court, an extradition hearing will commence. The director of public prosecutions is the designated authority in Jamaica who marshals the evidence on behalf of the US.

At the hearing, the committal magistrate has to satisfy herself or himself of three things:
                    a. that the offence for which the accused is charged has its counterpart in Ja-maica and is punishable under the law of Jamaica with imprisonment fora term of two years or any greater punishment.

                    b. that the person who is accused of committing an extradition offence overseas is the person before the court.

                    c. that there is a prima facie case against the accused person.

A warrant for the arrest of Tivoli Gardens strongman, Christopher ‘Dudus’ Coke was signed this morning by a Resident Magistrate, the Observer has learnt.
The warrant gives the police Fugitive Apprehension Team the power to collar Coke who is wanted in the United States on drug and gun running charges.

                    1/1
Last night Prime Minister Bruce Golding announced that the authority to proceed with the extradition of Coke would be signed by Justice Minister and Attorney General Dorothy Lightbourne.

The US State Department has since August last year requested that the Jamaican government extradite Coke, who they describe as a major trans-national narcotic kingpin.

Coke’s stronghold of Tivoli Gardens and Denham in West Kingston has been barricaded by his supporters who say they fear an invasion from the security forces.

The Observer is closely monitoring the situation and will provide further details as they become available.
