Willi - I don't support criminality whether orange or green but I think the term 'garrison community' has been used loosely. There are communities, constituencies that are loyal to one party - no matter what - even when they are obviously 'disenfranchised' politically, economically, socially.
In terms of sheer criminality and lack of accessibility to a specific geographical area, Tivoli is/was a true garrison. When security forces (official ones) cannot go inside without permission from the politico-narco heads or the de facto leadership of that area - then it is a true garrison.
The others are like rat-holes - that need to be flushed out, opportunists criminals hiding behind law-abiding citizens (some).
