      ...that is in a situation where the killers are not in a group - carriers of guns - where differentiation between lawful carriers and illegal carriers is not pronounced.

      Once the society is DISARMED...then if a civilian has a GUN = BUD! ...immediately you know...both the unarmed (lawful and the gun carrier citizen) and the security forces have identified a BUD!
