      "The divestment programmes, a main pillar of the IMF programme, appear to be under way. The acquisition of Air Jamaica by the Trinidadian outfit Caribbean Airlines is nearing a conclusion and only this week the Minister of Agriculture Christopher Tufton and the CEO of the Sugar Company of Jamaica Holdings Aubyn Hill said that more high-profile international companies are lining up to invest in the sugar factories now up for divestment. What does the IMF Division Chief make of it?
      " It is a very difficult exercise. I have a lot of sympathy for the Government because I can understand that people will say we want results tomorrow, but the Government is dealing with problems that have built up over the last 20 years. In fact there has been no notable growth over the last 20 years. Unfortunately, all that Jamaica has to sell now are money losers. The prospect of divestment is not to bring any assets to the coffers but rather to shed entities that are draining money. There is no doubt that Air Jamaica is a straight money loser. I am hopeful that the divestment programme will bring success. I think it is a symbol of the Government's commitment to chart a new course.
      "The difficulty they are encountering with the divestments is due in the main to the state of the world economy. They were close to selling Air Jamaica to Spirit, but that fell through. I am hoping that the Trinidadian elections do not put a spoke in the wheel. In some sense sugar is more difficult. There is a large social issue there because of the large communities who rely on sugar cane for their survival and without it you will have these huge pockets of unemployment. Unfortunately, these are some of the tough decisions you have to make. The Government does not have the wherewithal to be subsidising the sugar industry to the extent that it is when it has all these other needs to take care of. When people say 'Oh, we love Air Jamaica,' are they willing for the Government to put two more percentage points on the GCT to pay for it?
      "I know that Rusal have expressed an interest in operations in Ewarton and the Government is close to a deal with Alpart down in St Elizabeth. These are very encouraging signs. Both agriculture and tourism appear to be doing well and that is further good news," said Alleyne.
      He returned to the notion that Jamaica's entire economic model will have to change. The way he sees it, the days of making a living from Government paper and then importing everything else are over.         Yet the 'experts' claimed it was the gov't incompetence that led to the failure of the sale.
        "Jamaica's future reflects its past, having attained only one per cent annual growth over 30 years whilst neighbours have grown at five per cent." (Article)
