I’m not challenging your source here, as there are many, many things that I’m not aware of. Rather, I (and MdmeX too, I’m sure) was mistakenly thinking that your reference was made to Michael Manley as prime minister, and that the invitation had been issued by the president. (Also, I couldn’t see the reason for inviting Manley during the first year or so of his third term, as by then Reagan’s term was coming to an end.)

I also completely forgot that Bush had been Reagan’s vice president before becoming president at the end of Reagan’s two terms.
