    OCG sends report on deals with illegal arms dealer to parliament

    The Houses of Parliament have been sent copies of the Contractor General's Investigative Report on contracts awarded by the Ministry of National Security and the Jamaica Constabulary Force, to an unlicensed US arms dealer.
    The first copy of the report into the contractual arrangements between Taylor and Associates and the Government, for the supply of ammunition, was submitted late February to Cabinet Secretary, Ambassador Douglas Saunders for a decision as to whether the document should be sent to Parliament.

    A release from the OCG Tuesday, says the Cabinet Secretary wrote to the Contractor General Monday advising him that Cabinet had accepted his conclusions and recommendations and had sent the 60-page report on to the Ministries of National Security, Finance and the Public Service and the Attorney General's Chambers for whatever action deemed necessary.
    The Special Investigation began in September 2008, following a Gleaner article alleging that an unlicensed arms broker was supplying the Jamaican government with ammunition for the police force.

    The article suggested that the JCF had been dealing with Mr. Lance Brooks, the operator of Taylor & Associates, based in Lauder-Hill, Florida, before he was charged with being an unlicensed weapons broker.
    The article also suggested that the government continued their arrangement even after Brooks was arrested, charged, pleaded guilty and was out on bond awaiting sentencing.

    The Government's Procurement Policy for ammunition for the security forces came under heavy scrutiny as a result of the story.
    The Speaker of the House of Representatives and the President of the Senate are now expected to table the report for Parliamentary review.
    The report will be made public once this has been done.
