Willi the difference is that one garrison has centralized its power to the extent that it controls other JLP garrisons independent of the JLP leadership.....The JLP leader himself is DIRECTLY CONTROLLED by his garrison......so in effect Tivoli controls the JLP itself.

That amounts to state capture by Tivoli when the JLP is in power.
I don't see that phenomenon to the same extent on the PNP side.

I have been there several times seeing the cars and tires in the roads and even going as far as the water tank down there. While they say Tivoli was more organized I heard of the jungle justice in Jungle etc. At the time it was control by the man who now run Brandon Hill. Even my last visit to Kingston I stop at the mouth near Lincoln road as a man who run a shop there know my family and we stop and have a chat and there were some cops stopping after going down a jungle and to be frank I never remember gun was so big when I see their guns.

When mi use to go down a Jungle they blocked out traffic. Last time I went to Jamaica I drove throw Tivoli with my Uncle passing through.
