Being a private school they can have any rules they want. I can't see it hurting anyone with the no short skirt rule..I am sure the education and well being of the student body is their priority. Short skirts and very tight pants are distracting and make the one in them worry if something is showing while goofing off on and off campus. Again privately owned school can set it's own dress code.
However it's more complicated than that.... Ruel Reid is a huge part of the reform/renaissance of JC.... but the key is really a gentleman called Danny Williams who went around the ministry of education ... actually raised money to buy out the contracts of the existing leadership & raised $200m or so to refurbish the school & put in new infrastructure...
He recruited Ruel Reid as the disciplinarian...changing out 2/3 of the deadweight teachers also in the process...all this within 4 years.
Mr Reid has been doing an excellent job.... wid nuff help
I have mentioned elsewhere the influence of the JC Old Boys. I have no intention of slighting their impact, esp. that of Danny Williams. Yes, Ruel has their full support and it is a team effort.
But, and there is a but, Ruel is on the ground every day and must be given quite a bit of the big ups!
More power to JC and those who are tired of the excuses and the nonsense! Pretty soon, even you Don1 can say you went to a good school!

Recognizing the victims of Jamaica's horrendous criminality and exposing the Dummies like Dippy supporting criminals by their deeds.. or their silence.
