    The General of the Financial Sector Adjustment Company (FINSAC) was back in the hot seat when the Commission of Enquiry into the entity's role following thee financial sector meltdown of the 1990s resumed Tuesday morning.

    Errol Campbell had been charged to ferret out the answers to crucial questions posed by Commissioner Retired Justice Boyd Carey nearly a month ago.

    Mr. Campbell was armed with the relevant and information for which he was berated by Mr. Carey a few weeks ago.

    However, Mr. Campbell was still unable to provide some answers such as the how much FINSAC collected for all the that it sold.

    Reporters covering the Enquiry were not given access to the documents with the list of companies which had their debts written off by FINSAC but the audience at the Enquiry was stunned to learn that FINSAC had written off the debt of one company at a price tag of $322 million.

    Reporters were told that the documents contained confidential information comprising the names of persons and companies.

    Nonetheless, Mr. Campbell, read from the list and two interesting sets of figures jumped out at the Commissioners.

    One company which owed $326 million dollars had its debt reduced to just over $4.3 million.

    Mr. Campbell referred to this method as the "window of opportunity" where companies would either have their debt written off, reduced significantly or offered a repayment plan.

    The Commission Chairman brought the audience to laughter as he commented on the significant write offs.

    "If you go to the page, you'll see a significant one where a balance of $116 million has $112 million written off ... I would love that," Mr. Carey said.

    "Mr. Chairman that figure jumped out at me too when I said it," Mr. Campbell said which resulted in laughs around the room.

    The laughter died however, when Mr. Campbell was unable to provide a comprehensive list of the names of the companies whose debts were written off or the written decisions made by FINSAC's Board of Directors.

    No due diligence

    Letting him off easy this time, Mr. Carey accepted that Mr. Campbell would conduct a further search for the documents.

    Yola Grey-Baker, Acting President of the Finsac'd Entrepreneurs Association, said the "window of opportunity" was not open to some FINSAC debtors like herself.

    "According to Mr. Campbell's testimony today, it's obvious that they did not do due diligence. He stated that hey only got a list from the financial institutions telling them how much the debt was ... there was no documentation to prove or to show if and how much was paid prior to these debts being sold to FINSAC at which time, our assets were sold," she said.

    Of the 220 companies that could be accounted for, $4.1 billion was collected by FINSAC for partial debt forgiveness, $2.5 billion of which was for debts written off.

    the paucity of paperwork is shocking! now i see why some people don't want to this to see the light of day...karl talking about overleveraged business and poor business practices......the issue seems to be who bore the brunt of it, and WHY?

          The hypocracy is to only publish mention the name of anybody who say anything. Give us the names and figures.

            Good question...and that is why exactly what occurred is important. The uninformed or the careless would jump to the conclusion that the lack of "paper work" thus far suggests principals and interest payments were written off in a haphazard manner...or in a manner where 'genetically connected' came out better than those who were not so 'genetically connected'.

            That may be true...may be true for some...but it could also be untrue? It may well be that there was an established process via which actions were taken? The correct follow-up questions must be asked and answers received...and the nonsense about names of persons and entities being classified must be thrown out. Release the complete information.

              it may also be true that carey's wife did not take the loan because of the high interest rate, nuh true?

                  realeasing the names is ONE thing, the REASON for the levels of debt forgiveness is as interesting and important....i.e. if it turns out that big business and prominent businessmen across the political divide were spared while middleclass jamaica shouldered the brunt of FINSACedness then there is a WHOLE kettle of fish to be raised.

                  i would also be interested to know, if anyone who made massive withdrawals akin to removing all their money from those institutions which were taken over just prior to the take over

                    How much was the overdraft again?!

                    Gamma yuh seh yuh guh a good school...Carey spoke on a consideration about a loan. No one is interested in that. The interest lies in his taking of money as loan! ...again, what was the highest level of his overdraft? How long he had to be servicing that loan facility? What possible loss did he suffer to his portfolio adn other financial arrangements? How angry was he at the forced 'calling' of that loan/closing of the overdraft facility?

                    Who the hell wants to hear of financial arrangements he only thought about but never acted on?

                      that is my bet. Selected labourites, Top PNPs and friend of the elites were the beneficiaries.

                              ...just so you know the paper trail is sitting there! ...and the amount out there is MASSIVE! It is all about whether or not Boyd Carey and his fellow commissioners want to ask the right questions...i.e. follow that paper trail?

                              If you start listing entites, persons...actions taken within the to be established window...the associated persons, entities and institutions and the relevant employees of those institutions...the documents, recorded communications and transactions must be MASSIVE!
