We are talking about 291,000 and the article clearly presents examples by excerpts of interviews from a representative number of the persons we were discussing. I introduced a reference to the constant annual 'topping up' of those to whom the article referenced.

Trying to shift the goal posts does not lead to being on point.

Yet...the additional point you have introduced on lengthening the bond and realizing some funds by your suggested 'buy out' is an excellent one.

The 'new' point Don1 makes on the professionals with the training and experience that we need shall be addressed by managing the exodus of professionals in a manner whereby our needs are fully satisfied. It is simple really, we can only absorb a small percentage of the numbers we 'throw-up' (and could throw up) each year. Make those positions which we want to fill be ones worth competing for fiercely. That will lead to the recruiting and the retaining of enough of 'the best of the best' to satisfy our needs and propel us onwards.

The nonsense about...for example, the furor created some years past about the compensation package of Gavin Chen and recently that of Latibeaudiere, is stuff people who can't see further than their noses or politicians who 'tek people fi fool' throw 'out there' ever so often.

What we need are persons who give value for money.

So let us attract and our keep our best...and keep exporting the tens of thousands for whom we cannot provide decent living and who will add as first generation and second generation migrants with their many connections with the island remitances at high volume and contribute in various other ways to the island and its people.

We are, where we are? Right?

...then if we are speaking of retaining of, and even additions returning from gaining knowledge and experiences outside of the island, the best of the best...

...then that means we may not have the type quality we need in all positions at present but in each area and department, etc. we have persons in place and persons being groomed...being groomed to succeed and carry on at improved rate...with improved levels of efficiency to advance the cause/the work (at least we should have these persons in place)...in any case, that is the aim...that is, ever improving = ever more efficient, more productive persons replacing those who were in place and staffing ever expanding or new departments, areas, productive enterprises, etc.

What we are then engaged in is providing upward 'perpetual newal'. The unending production of persons more qualified and more committed - hey! they keep coming out of the 'assembly line' of the schools, colleges, vocational, etc. institutions and an unending gaining of experience on the job/in 'life's university' - local and outside of the island - as the years go by...

There is nothing about 'less' in numbers or 'equal' in efficiency...it is always an adequate supply and an ever increasingly efficient workforce.

...even the 'excess' coming out of our colleges, etc...inclusive of those who studied...gain additional experiences outside of the island would become 'more' such that if our 'compensation packages' are as they should be...our jobs would be desired, become 'hot commodities' and we would have fierce competition of the 'best of the best' for those jobs/positions.

If that type mind set of 'saving our people and our island' took hold...then our present education institutions would be engaged in ever and ever higher standards of teaching and the associated learning - the entire thing would be 'feeding on itself' in an unending cycle of ever improving output of ever increasing efficient and productive workers.

Let us break it down to - say one depart of government, dealing with a specific group --- Let us say, education officers in the Ministry of Education....who all need, for argument sake, economics PhDs. ...and let us assume that Ministry of Education is the only place these persons can find use for their expertise (Hey JA can only use at any point in time a finite number of 'whatever the ilk of professionals'!).

Let us say we needed 100 of these persons...OK?!

What happens after we fill those 100 spaces?

How long would it take before say 10 retire or leave through whatever means for us to need the relacement numbers?

...and if we are producing both inside and outside of the island 100 of these every year?

...the answer for the excess to be gainfully employed must be 'export'.

...OK! ...Medical Doctors - How long would it take if compensation packages are as suggested to adequately fill our local needs...and what would we do with the excess numbers of MDs?

Export!

...and nurses?

How many do we produce each year? ..and our needs? ...and the rest?

etc.

The aim must be improved teaching...improved compensation packages to produce improved competence and efficiencies from those we retain....and of those we export to fuel external demand for same (Are not our teachers and nurses now not in great demand outside of the island? ...well make them and the other professionals we produce even more so...).

My friend there is no thought of 'less' or even equal competences and productivity. Rather it is...certainly at this time and the foreseeable future...production of 'more' with increased ability...i.e. year by succeeding year becoming increasingly more qualified...increasingly more competent...increasingly more productive! ...and I shall say it again, if we make our compensation packages as attractive at it should be...then our 'best of the best' will be fighting for the opportunity to fill our need... Perish the thought of a "brain drain"! ...rather think, we shall be satisfying our needs with 'best of the best' and relieving the pressures in our society by 'exporting the rest'...

...and increasingly that 'rest' would be becoming more educated, more competent, etc. ...increasing demand for same outside ofthe island...and as I said previously, in their own many ways contributing to the development of the island.
