Is this funny or sad

A man has been in police custody for a few months to junder go psychiatric assessment before it is known if he can stand trial for assault and praedial larceny.

Today the psychiatric report came and they found he has no mental problems but is of such low intellectual that he might not be able to properly understand the charge he is facing.

The report say his level of intelligence is of some one much younger than his age

so which would you choose mad or dunce...
