    Obama extends embargo against Cuba

    CMC
    Tuesday, September 15, 2009

WASHINGTON, USA (CMC) - United States President Barack Obama yesterday extended the US trade and economic embargo against Cuba for another year.

"I hereby determine that the continuation for one year of the exercise of those authorities with respect to Cuba is in the national interest of the United States," he said in a memorandum addressed to Secretary of State Hillary Rodham Clinton and Treasury Secretary Timothy Geithner.

"Therefore, consistent with the authority vested in me by section 101(b) of Public Law 95-223, I continue for one year, until September 14, 2010, the exercise of those authorities with respect to Cuba as implemented by the Cuban Assets Control Regulations, 31 CFR Part 515," he added.
Caribbean leaders have been among global leaders pushing for an end to the almost half-century embargo against the Spanish-speaking country.
But political analysts in Washington say the one-year extension was expected and has been the practice of all US presidents dating to the 1970s under a section of the so-called "Trading With the Enemy Act".
The extension came even as President Obama has been reaching out to Havana by easing travel and financial restriction on Americans with relatives in Cuba.

Last week, US federal rules regulating what gifts and how much cash can be sent to Cuba finally became official five months after Obama announced a loosening of restrictions. The changes also focus on remittances by Cuban-Americans to their relatives and telecommunications.

The Treasury Department said that the goal is to "promote greater contact between separated family members in the United States and Cuba" and to "increase the flow of remittances and information to the Cuban people".

In April, President Obama lifted caps on Cuban-American travel to the island and on the money that can be sent to relatives as part of a broader campaign to warm long-chilled relations between the two nations.
But the Raul Castro administration in Cuba has described as "cosmetic" the United States position.

"This is a cosmetic coat of paint slapped over brutal US sanctions," said the Cuban government in a statement.

In signing the extension of the embargo, analysts say Obama was taking a "symbolic step" because the existing law, the Helms-Burton Act, requires the US Congress to take action specifically ending the embargo.

Before the Castro loving crew responds, Obama has no authority to lift the economic embargo. It requires an act of Congress to lift the embargo, and we have yet to see any real overtures from the Castro brothers, hence Obama needs some leverage before any discussion of removing the embargo can commence.

Is it me but I am not seeing the great savior this Obama fellow was made out to be two years ago?

I cant argue against Hortical as I have no idea if he is right or wrong but as president I am sure there was more he could do, maybe not sign the agreement to keep the embargo....

It is not the Castros or Party people who are being hurt by this idiotic posturing by the US...it is the over 10 million people who are living below poverty lines and have to join lines to buy anything they want.

I do not agree with the embargo, and true the average man feels the blunt of this policy. I doubt there are enough votes in Congress to lift the embargo.

He can use his office to influence minds and perhaps bring about changes to wicked, nonsensical policies. He took the easy way out with this one and I am disappointed.

He did. I just don't buy the Congress argument.

Can't we say the same about health care reform? Doesn't Congress have to debate and pass a bill before Obama can sign it? But it is high priority enough for Obama to get involved to influence opinion and the overall debate.

Simple put, he doesn't want to use valuable (and increasingly scarce) political capital on this issue. Its not important enough.

it was always going to be tough but i at least wanted to see efforts to end it, these are not overtures towards that end. earlier i think he increased the amount of remittance permitted but this is a retrograde step in my mind..

It's politics; at this time he cannot afford to be caught in the "cuban trap". He has already expended a lot of capital in health care (where his opponents have labelled him a socialist) the Cuban embargo could not be touched at this time. He has to play to his constitunecy (which is the US and its citizens) first.

I think Islandman got it right.

I agree that he could not just get up lone day and say lift the Embargo but what he is ding now is putting further pressures on the people there and punishing them.

Obama is confirming what I initially thought of him..he is a talker, nothing more..
