    Government aims to break JPS's monopoly

    ENERGY MINISTER James Robertson has signalled that his government wants to dismantle the electricity, distribution and transmission monopoly of the Jamaica Public Service (JPS).
    In his contribution to the Sectoral Debate in Parliament on Tuesday, Robertson said that similar to power generation, power transmission and distribution must be open to competition.
    The JPS operates under an all-island licence which expires in 2019.
    "This administration intends to open the power-generation market to allow for greater participation by the private sector," Robertson told Parliament.

    "We believe that this approach will greatly assist in reducing the price of electricity to consumers, including the private sector," the minister added.
    Phillip Paulwell, the opposition spokesman on energy, who first mooted the idea of breaking the JPS monopoly in his Sectoral presentation, told The Sunday Gleaner that he was available to provide free technical service to the Government in any such negotiation.
    "It took six months, once we sat down, to get an agreement with Cable and Wireless, and I believe that if both parties are serious, it could be done within a year or two," Paulwell said.
    According to Paulwell, negotiating with the JPS would be much easier than the talks his administration had with Cable and Wireless.
    "Negotiating with Cable and Wireless would have been more challenging because we were being told that telecommunications was a natural monopoly, and we did not have many examples to prove that wrong. The same arguments that we were able to use to counter what the telecoms people were saying, now, with the improvements in technology, it is the same arguments that we need to use in any discussion with the JPS," Paulwell said.
    Government owns 20 per cent of the JPS. Both Robertson and Paulwell have said that the JPS continues to be inefficient in its production and distribution of energy.
    Paulwell said that opening the electricity business

    to competition would force the JPS to be more efficient in its use of energy to generate power. He also said that the use of renewable energy to generate power would make electricity cheaper for consumers.

      Energy production is liberalized... it is only natural to examine transmission for liberalization.

        Lot of things are only natural.. somehow the PNP managed to make it seem 'supernatural' during their last 18 year stint.. exceeded only by their goulish stint in the 70's..

        Read the Sectoral Presentation.. you will find lots of natural things..

        LOL !!

        Oh well.. better late than never, altough 18 years seemed like forever.. lets see if we can keep them from interferring with real progress.. need about a twenty year break from the PNP..

        Keep working on that Social Contract thing in the meantime.. oh and holding the JLP to a new found higher standard..

            Which kills the rather silly assertion that the two parties are the same..

            Quite the contrary.. more is demanded of the JLP.. the recognized better Parent in the areas that really count...

            Let us hope the pickney has matured enough to realize what is good for them.. pickney has been known to backslide in the past...

              My problem with your argument is that you make it sound as if the JLP and PNP are set in stone for all of history, as if they have not changed at all over the decades and will never change.

              It would be hard for anyone to argue that the JLP is not the better option to be running Jamaica today, but the JLP had some really dark times there for a while, and I would not have liked to see them running the country then.

                    Funny how the PNP seem to grow a pair of balls when they are NOT in power.. then those seem to shrink when they have the power (maybe populism model gets in the way ?)

                          err...maybe when they couldn't figure out how to run their own party for 15 or so years?

                          One could start with that period.

                          Let's see how long the PNP takes to figure out how to govern themselves.... the JLP's record is there to be broken. LOL!!
