International human rights advocate Amnesty International is again criticizing Jamaica for its human rights record.
But it has also noted Jamaica’s efforts to improve its human rights.
The analysis is contained in Amnesty’s 2009 report, which is published today.
Amnesty International said Jamaica has been making progress in implementing justice reform.
It also said the country is taking steps to address police impunity and lack of accountability.
But the group said the rate of police killings remain too high.
According to Amnesty, there were 222 police killings last year.
Amnesty said many of the killings happened under circumstances that suggested that they were unlawful.
The international human rights advocate has highlighted the deaths of Jevaughn Robinson and Carlton Grant as examples.
Carlton, who is the son of popular entertainer Spragga Benz, was shot dead by the police in August last year in downtown Kingston.
Eyewitnesses claimed Carlton and his friend were shot as they attempted to surrender to the two policemen.
However, the police have claimed that the two boys shot at them and they returned the fire.
Thirteen year old Jevaughn was shot by a member of a police patrol team in Spanish Town.
The police however claimed that he was killed by a gunman’s bullet in a shoot out.
Amnesty International said while Jamaica has made improvements in its justice system, most of the recommendations of the Justice Reform Task Force are yet to be implemented.
The group has also bemoaned that sexual violence against women and girls remains widespread as well as physical abuse of homosexuals.
