  • Toll money cannot go to Municipality – Golding

Prime Minister Bruce Golding has shot down a suggestion from residents of Portmore, St. Catherine for a portion of the toll collected from Highway 2000 to be used for the development of the Municipality.

Mr. Golding told spectators gathered at his Government's second in a series of town hall meetings at the Portmore Heart Academy Tuesday night, that the request cannot be accommodated as his administration is facing a problem repaying the loan for the construction of the Highway.
He said come September, his administration will have to foot the full cost of repaying the loan as a reserve fund which was established by the previous Government to help pay off the debt, is near depletion.
According to Mr. Golding, inflows from the toll are insufficient to cover the cost of servicing the debt and it might become necessary for the loan to be restructured.

"It's a major, major problem. I have asked the DBJ (Development Bank of Jamaica) to work on finding a way to refinance the loan, to get some cheaper money because we borrowed money at 10 and 11% to build that toll road ... that's expensive money, so don't look for that," Mr. Golding said.

"Jamaica's future reflects its past, having attained only one per cent annual growth over 30 years whilst neighbours have grown at five per cent." (Article)

The toll financing was a scam from the start. Definite exploitation of the tax payers.

Solution: Develop the highway corridor.... generate more revenue....and better livity. That's one of the primary benefits of building the highway.... opening the entire southern Vere plains for planned development.... instead the myopic wish to... continue fi coop up everyting inna Kingston Metro Area.

That's what any intelligent planner would advocate... instead of the silly bellyaching.

                Dead paradigm dominates.

The flawed thinking on the proposed Caymanas development springs to mind.

That's a a big if... whatever the final iteration of that plan is and whenever it may be implemented... all very hazy and uncertain.

GOJ needs to refocus on a structured development initiative for the HWY2K zone... not piecemeal plans as appears to be the case... but structured and horizontally/vertically integrated development.

This is pretty simple... the table has already been set.

With proper development treatment of the zone the so called HW2K viability fears will be a clear non issue and soon forgotten... and the vast potential of that greenfield region can be tapped.

Very nice but you seem to be confusing picking low hanging fruit with shortsightedness, flawed thinking or myopic wish.

The esquivel project hangs on one thing, there is nothing hazy about it.

Reorganize your thoughts and try again.
