The money earned from fines should not be the goal per se; the goal should really be to clean up the roads and if money is made so be it.... the thing is, if this is pursued, revenues will rise in the short to medium term, but if regular enforcement has its desired effect revenues will fall back in the longer term... my view.

The biggest problem about something like this is, we might not raise any significant amounts because the cops would just siphon it off in bribes. And that's a real possibility!
