Minister of Finance Audley Shaw has sought to reassure the country that there are opportunities to be had in the global recession.
Mr. Shaw said the greatest deficit in Jamaica is opportunity.
He lamented over calls for him to reduce import duties describing the move as unfortunate.
Speaking at Monday's launch of the Basic Needs Trust Fund, Mr. Shaw addressed the issue of the high cost of importing goods into the country while local produce was allowed to rot.
He said markets will have to found to assist people to create a measure of economic stability.
Mr. Shaw says the estimates of expenditure which will be tabled on April 7 will highlight the government's plans to further enhance economic independence.
"This budget that comes out in April is going to show different avenues of how we are going to have to stimulate the process by which opportunities for economic enablement are put in the hands of our people. Our future is not in handouts, it cannot be. Our future has to be in stimulating the capacity of every Jamaican to be productive," said Mr. Shaw.
