How did Bob rise from destitition to be acclaimed the most influential artiste in the 2nd half of the 20th Century?

Franno = private individual

UWI = Jamaican public institution ie It can't act without the say so of the Jamaican State
ie public policy has to set the framework and provide the environment for it to succeed.

You seem to be mistaking UWI for a private college.. it's not.. it's a ward of the Jamaican state.

OK... we can debate that... I do like UTECH's practical approach such as their Business Incubator... UWI does have much to learn from them in terms of how to better integrate themselves in the wider community... instead of the ivory tower colonial approach... you're on target there!

Ja's leaders are satisfied with it populace living on the margin, just being able to get by. If we can sell some art and craft, wait tables,cut yard, clean the pool, then we are satisfied.
