Jamaica problem is what it calls 'Technocrats'.. I would be hard pressed to be very critical about the sugar divestment during these extraordinary times however.. any other year and the sale would have been concluded.. if anything the pre-qualification process was weak.. too rigid in its financial capacity measurement model.. is what dem tink dem was selling ? Gold ?? bout 'pre-qualification'...
