    EU attacks 'Buy American' clause


    Buy American is meant to ensure that only US goods are used in public works


    The EU has increased its pressure on the US to reconsider the "Buy American" clause in the $800bn (£567bn) economic recovery package now before Congress.
    The clause seeks to ensure that only US iron, steel and manufactured goods are used in projects funded by the bill.
    A European Commission spokesman said it was the "worst possible signal" the Obama administration could send out.
    The EU will launch a complaint with the World Trade Organisation (WTO) if the clause remains, the spokesman said.
    The EU and Canadian ambassadors to Washington have already warned that the clause could promote protectionism and trigger retaliatory moves.
    The rescue plan has already been approved by the US House of Representatives and is under discussion in the Senate this week.
    Mixed trade signals
    "There isn't a great deal of scope for doing much more but if America went ahead and did this we would have to take it up with the World Trade Organisation," the European Commission trade spokesman, Peter Power, told the BBC's Chris Mason in Brussels.
    British Conservative Members of the European Parliament warned of the dangers of "a new economic iron curtain" being drawn across Europe.

    The clause "sends a terrible protectionist signal to the rest of the world, and particularly the EU", said Syed Kamall, the Conservative international trade spokesman in the European Parliament.
    The White House has said it is reviewing the Buy American part of the stimulus bill, although Vice-President Joe Biden said last week that it was legitimate to have some portion of it in the final measure.
    Barack Obama's signals as a presidential candidate on the campaign trail last year that he could rip up the North American Free Trade Agreement were seen as a political gesture to win round the sceptical white working class vote, says the BBC's Jonathan Beale, in Washington.
    Perhaps that has become more important with the economic crisis, but it leaves one wondering where the Obama administration really stands on free trade, our correspondent adds.
    'Retaliatory risk'
    EU Ambassador to Washington John Bruton said that, if passed, the measure could erode global leadership on free trade.
    "We regard this legislation as setting a very dangerous precedent at a time when the world is facing a global economic crisis."

    Canada's ambassador to Washington warned Senate leaders that if Buy American was in the final legislation, it would set a negative precedent with global repercussions.
    "The United States will lose the moral authority to pressure others not to introduce protectionist policies," Michael Wilson wrote in a letter to the senators.
    Canada was hoping to be exempted from any Buy American measures, said International Trade Minister Stockwell Day.
    "These protectionist measures, in a time of recession, only make things worse," he told broadcaster CBC. "It can only trigger retaliatory action and we don't want to go there."

    There is also opposition from some senior US Republicans who say the measure could start trade wars.
    Mr Obama has urged the US Congress not to delay his stimulus plan over modest differences.
    The Democratic leader in the Senate, Harry Reid, has said he hopes the stimulus can be approved by the end of the week.
    It is unlikely that the package will be able to pass the Senate without Republican support.

    Meanwhile, Mr Obama is expected to name Republican Senator Judd Gregg as commerce secretary.
    Mr Obama will hope that Mr Gregg's nomination can help secure approval for the stimulus package, our Washington correspondent says. Mr Gregg would be the third Republican in Mr Obama's cabinet. The president's first choice for the post, New Mexico Governor Bill Richardson, withdrew following questions about his links to big business.

    Typical politician bullsh!t to get the masses to think they are doing something useful. Buy American and such campaigns are simply nonsense in this modern era.

    So when I buy a Honda that was manufactured in Ohio, am I buying American or Japanese?

    When I buy a Nike or Levis jeans that was made in Asia, am I buying American or Asian?

      I wonder if them realise how much of the PC hardware is manufactured in Taiwan and software that Microsoft, Oracle, produce etc is written in India?

      Buy American! Use IBM COBOL programs from the 1970s!

        Never needed a public announcement on that policy...just the putting into practise of such a "buy American" tool.

        The US government apparatus at this moment finds ways to, for example, prevent minorities from supplying "Minorities" assigned and allotted federal government purchases.

        Many ways used to eliminate those who the pucurement officers and purchasing officers do not want to receive purchase orders.

          I believe there is an existing "Buy American" provision when it comes to steel for road & bridge construction. Contractors can get a waiver if American steel is not available.

            The key phrase is "public works". I would support that initiative. How can the EU allowed to dictate how the US Government spends taxpayer money?

              They should not be able to dictate, but they certainly can respond likewise, as can China and the others. All those govts spend money with so-called US companies, don't they?

              Anyway, them start back off already. Look like someone remind them that the US don't really make anything much these days except movies, music and toxic financial products.

              The "Buy American" provision in a proposed stimulus plan has raised the ire of lawmakers and business groups.

              The so-called "Buy American" provision in the $900 billion stimulus plan would have mandated that only U.S.-made goods be used in projects funded by the bill. Lawmakers who supported the provision said it would help jump-start the economy because it would help American companies.

                While I don't fully support it, the US had given up on competing in too many manufacturing and production of goods to cheaper sources by handing it to them on a plate and talking bout our strenght was services and finance. Now that come tumbling down the lie has been exposed and the we are very vulnarable as the recent oil price shows us how transport cost can hurt us.

                We could better find some ways to compete, I believe US small businesses must be given an advantage to compete in America. These countries all have an advantage as government covers their healthcare tab.

                  Well, there are some areas I don't think the US workforce will be able to be competitive without lowering thier living standards dramatically. A lot of the non-durable product manufacturing is like that, you just cannot compete with the low wages in Asia.

                  In other areas like the auto industry, I agree they can still be competitive, but again there has to be changes to reflect the world today.

                  I am a big believer in support for small businesses and you right about the healthcare costs. I know people who would want to take the risk and try something on thier own even if it mean reduced earnings for a while, are afraid to do it because of healthcare costs.

                  I just cannot understand some of the costs of simple procedures in the US. A friend of mine has a daughter who plays basketball, and a few months ago she got injured in a game and they had to take her to the hospital to do a precautionary X-ray, nothing else. He had insurance but he was able to see what the actual cost of the X-ray was, and it was a few hundred well. Now we not talking bout some new high-tech procedure , we talking bout X-rays that been around for decades so why in the world should it cost that much even if someone does not have insurance?

                  Something is wrong with the system fundamentally and I suspect whoever benefitting from it don't want to see it fixed.

                    yes the heathcare system is a fraud.

                    A family of mine drove to a clinic and they called the ambulance(she could still drive or get a co worker) and took her 3 miles to the hospital and it was a $500.00 bill for the service.

                    All been well when everything is good but we need to produce what we can here as proven in the last year when gas price spike that transportation from Asia can cost a lot as well and now the wages in China and India is also on the rise.

                    Look America has given up all source of energy production, manufacturing, mining and other key areas that they can do better in, it is not just one or two key areas.
