Members on both sides of the Parliamentary chamber welcomed the Bill.
They expressed concern that breaches of the Act had become a major problem throughout the island.
Opposition Spokesman on Justice, Delroy Chuck, did not mince words as he declared that persons from the northern section of the Corporate Area were guilty of dumping refuse in public areas.
